Community ID Programs

There are many people within our diverse communities who do not currently have access to government-issued forms of identification. Community ID programs provide these individuals with a greater sense of dignity, safety, and access, while helping to create safer and more inclusive communities for all.

A decade ago, David led the development of one of the nation’s first community ID programs and networks in North Carolina. The card quickly gained acceptance by law enforcement, health centers, schools, and other sectors that recognized the community-wide benefits of such a program. He has since researched numerous ID program models, and consults with nonprofits, faith communities, and community coalitions across the country to envision, develop, and sustain their own unique community ID program. His work has been featured in numerous news articles and research reports.
